Founded by Audrey L. Dowling, a retired senior federal leader with decades of experience across public health, environmental justice, tribal affairs, congressional engagement, and large-scale program management, the Academy bridges the gap between policy theory and real-world application.

About the Founder
Audrey L. Dowling, M.P.A., M.M.
Founder & Lead Instructor
Audrey Dowling is a retired senior federal leader with extensive experience at agencies including the Centers for Disease Control and Prevention (CDC), ATSDR, IRS, and VA EHRM-IO. Her career spans public health policy, environmental justice, tribal engagement, congressional liaison work, and national program leadership.
In addition to her public service career, Audrey is an author, ordained minister, educator, and entrepreneur committed to developing leaders who serve with integrity, wisdom, and courage.
